The District is run by volunteers who are elected to 4-year terms.

Due to the switch to odd year elections, the terms ending in 2023 and 2025 were shortened by 1 year.

The terms are staggered so that every 2 years either two or three seats are up for election.

 Term limits apply to 2 full consecutive terms (Article XVII Section 11). Partial terms don't count toward the limit.

Vacancies can be filled by apointment until the next election. When a vacancy is filled at an election the term will end at the originally scheduled time which would be a 2 year partial term rather than a 4 year full term.

 


Board MeetingsNEMRD holds a monthly board of Director meeting in order to manage the affairs of the Recreation District. These meeting are open to the public and are held the second Wednesday of every month. Notice of the meetings is posted in the news tab of this website as well as in the Normandy Newsletter and on the marquees located in the Platte Canyon entryway and at the pool.

Call for Nominations

Board Elections: No more than sixty days prior to and not later than January 15 of each year, the board shall provide notice to the eligible electors of the special district.

  • The address and telephone number of the principal business office of the special district
  • The name and business telephone number of the manager or other primary contact person of the special district.
  • The names of and contact information for the members of the board, the name of the board chair, and the name of each member whose office will be on the ballot at the next regular special district election.
  • The current mill levy (15) of the special district and the total ad valorem tax revenue received by the district during the last year
  • Information on the procedure and time for an eligible elector of the special district to submit a self-nomination form for election to the board.

    • Regular election date: May 2, 2023
  • Information on the procedure for an eligible elector to apply for a permanent absentee voter status.

    1. Carey - 
      1. Monument Sign –  
        1. We have an engineer that is helping us.
        2. Have an email into the county to clarify what exactly they need.  But that was two weeks ago, will follow up this week.
      2. Excel Usage Audit: tabled until later summer/fall
      3. Pool opening –
        1. Membership Report: 20% more members than usual (240 memberships)
        2. John’s email:
          1. 10 min adult swim
            1. Preston moves to eliminate adult swim.  No Second
            2. Peggy moves for a 15 min adult swim.  No Second.
            3. Kacey moves for a 10 min adult swim before the top of the hour.  Preston Seconds.  3 for, 1 against.  Motion passes.
          2. Closing time
            1. Off pool grounds at closing time.  John decides how this happens within reason.
          3. Recycling
            1. Keep the dumpster.
            2. Preston moves to put a sign on the recycle trash bin that says cans/bottles only, and that the guard dump it in the recycle bin into the recycle dumpster regardless of what is in the recycle. No Second.
            3. Peggy moves to not provide recycle trash cans unless a party specifically requests that. Second by Melissa.  For 3.  Opposed 1. Motion passes.
          4. Floaties – the bead floaties leak and clog the system so are not allowed, no large flotation devices
        3.  Columbine Knolls For the space that we were closed is $900.
    2. Peggy-
      1. Contracts for next season
        1. Facilities Manager – NEED for 2021 for June to December. ($100 a month)

      3. Sewer line replacement
        1. MR dispute – Motion to settle with MR for 9,000 walk away.  Second by Peggy.  3 in favor.  1 abstention.  Motion passes.
          1. One suggestion was wait until we actually have all the information of what this costs.
          2. We will never have them on our property again and this is likely the best we get to, we need to move on.

        3. Electrical – 3,100.00
        4. Locator tape or wire

        6. Refill – Bid for 2,800; 5,600; 
      4. Tennis – Session 2 is full and 3 is filling up quickly.
      5. Swim Team – season is only 8.5 weeks long.  2 home swim meets.
        1. They had to use Pirates Cove for the week we were not open, our contract provides for this and we will follow what that says regarding rental time
    3. Kacey-
      1. Food Trucks:
        1. Holiday trucks: did not meet minimum on Memorial Day.  Cold and pool wasn’t open. 
        2. Bought a bunch of ice cream sandwiches from truck.  What to do with those? We will sell them on fathers day.
      2. 4th of July – trucks will be coming.  Need to mark off parking spots.
      3. Parking lot repair – Haven’t heard when they are coming.
      4. Family nights – first one was last night. It went really well, there were a TON of people, we sold out the food truck.  Biggest compliant was that Kona didn’t show up
    4. Melissa –
       i.   Motorized vehicles on the path/parking.  We feel like no motorized         vehicles on the path, it is a safety hazard.

Pool Opening Plan
    • Pressure test – June 3.  4-5 days to fill and treat the pool. 
      • Leave the holes open where the pipes are for some amount of time to ensure they are fine.
      • Will need more gravel to put around the pipes
      • Will need to hire out filling in the large holes.
      • Can we put a tracer wire on the hole
    • Rules
      • 10 min adult swims before the hour
      • Toddler entry 5 and under open at 11:00
      • No water aerobics
      • Leave east pavilion open but chairs need to stay at tables (need a sign)
      • No lounge chairs, when grass looking better bring out some of the regular chairs
      • West pavilion open – no rentals at this time to provide more seating space

        1. Once we make final decisions about opening date based on the next month or so we will refund/prorate appropriately

      2. NO Memorial Day BBQ this year but we will do games and prizes

      4. Boy Scouts Clean up – COVID-19 conflicts currently

      5. Opening Day discussion

        1. Fiscally we’re doing ok but the funds will have to last through to next may if we can’t open.

        2. We need to consider what the prorating dates are and what are “trigger” points for different potential opening dates

        3. Need to consider will lifeguards be around and available if we open later, there is not lifeguard training happening across the state right now causing hiring issues

        4. Chemicals can be ordered for the pool later – but TP and cleaning supplies are an issue at this time because we generally get them from Costco.

      6. RePlastering on schedule?

        1. Because of COVID-19 they were possibly a little behind.  Should still be around April 20 that they will be done.  Will be before opening

        2. Once it is done it has to have everyday attention with brushing, vacuuming, and chemical adjustment to properly cure the plaster for 3 weeks.  Water does not have to be heated

      7. Boiler Repair 

        1. Will be finished either this week or this weekend.

      8. Entryway Sign

        1. Discussed with Larry President of NEIA

        2. Bid that we have is $11,000 

          1. Need to look into insurance and deductible

        3. It is still very stable – we are a bit concerned about our financials due to the COVID-19 and impact it may have on revenue 

      9. Denver water cross contamination issue

        1. Working on contacting Denver water and understanding what it is they need/want.

        1. We are hoping to do the league depending on if we open.  Team wants to swim.

      2. Change Tennis Lock combo – Tennis courts are CLOSED right now to be in line with the spirit of the stay at home order.  Availability will be based on any continuing orders by the Colorado Department of Health

      3. John was contacted and we are waiting for a response to see if there are any pool maintenance things we need to be aware of

      4. Tennis Maintenance contract has been filled.

Review Minutes - Motion to approve the February minutes made by Janice.  Second by Peggy. Motion Passes

Treasurers' Report- Received revenue and expense report.  Budget. NEMRD rentals report.

Board Member Reports-

    1. Carey-  

      1. Joint meeting with NEIA items? 

      2. Memberships – 9 memberships

      3. Election is canceled.  One opening. Will need to appoint to that position. 

      4. Pool Replastering – 

        1. They need weather to warm up a bit to do the tiling.  

        2. No expected delays in the scheduling (April 21)

        1. Estimates – 

          1. Janice checked with Fast Signs – they haven’t responded

          2. Mason saw the damage and reached out – Carey will check on that

        2. Preston filed a police report with CSP

      6. Schools/Neighborhoods to get the Pool Flyer

      7. Denver water is increasing the alkaline/PH – will not be an issue with the pool water because we check the levels throughout the day anyway and treat the water accordingly

      8. Boiler Pipe Corrosion – $965 quote to fix it.  

        1. Motion by Peggy to have Dan Kennedy fix the pool boiler pipe corrosion for a cost of up to $1200.00.  Preston seconds. Motion passes.

      9. Denver water cross contamination issue – Jon will talk to Denver water and figure out what we need to do.
