The District is run by volunteers who are elected to 4-year terms.

Beginning in 2020, special districts will be transitioning to odd-year elections. All terms in the 2020 and 2022 elections will be 3-year terms.
Term limits apply to 2 consecutive terms.


Board Meetings: NEMRD holds a monthly board of Director meeting in order to manage the affairs of the Recreation District. These meeting are open to the public and are held the second Wednesday of every month. Notice of the meetings is posted in the news tab of this website as well as in the Normandy Newsletter and on the marquees located in the Platte Canyon entryway and at the pool.

Board Elections: No more than sixty days prior to and not later than January 15 of each year, the board shall provide notice to the eligible electors of the special district.

  • The address and telephone number of the principal business office of the special district
  • The name and business telephone number of the manager or other primary contact person of the special district.
  • The names of and contact information for the members of the board, the name of the board chair, and the name of each member whose office will be on the ballot at the next regular special district election.
  • The current mill levy of the special district and the total ad valorem tax revenue received by the district during the last year
  • Information on the procedure and time for an eligible elector of the special district to submit a self-nomination form for election to the board.

        1. Once we make final decisions about opening date based on the next month or so we will refund/prorate appropriately

      2. NO Memorial Day BBQ this year but we will do games and prizes

      4. Boy Scouts Clean up – COVID-19 conflicts currently

      5. Opening Day discussion

        1. Fiscally we’re doing ok but the funds will have to last through to next may if we can’t open.

        2. We need to consider what the prorating dates are and what are “trigger” points for different potential opening dates

        3. Need to consider will lifeguards be around and available if we open later, there is not lifeguard training happening across the state right now causing hiring issues

        4. Chemicals can be ordered for the pool later – but TP and cleaning supplies are an issue at this time because we generally get them from Costco.

      6. RePlastering on schedule?

        1. Because of COVID-19 they were possibly a little behind.  Should still be around April 20 that they will be done.  Will be before opening

        2. Once it is done it has to have everyday attention with brushing, vacuuming, and chemical adjustment to properly cure the plaster for 3 weeks.  Water does not have to be heated

      7. Boiler Repair 

        1. Will be finished either this week or this weekend.

      8. Entryway Sign

        1. Discussed with Larry President of NEIA

        2. Bid that we have is $11,000 

          1. Need to look into insurance and deductible

        3. It is still very stable – we are a bit concerned about our financials due to the COVID-19 and impact it may have on revenue

      5. Any parking lot repair this year – no COVID-19 is causing fiscal concerns.

        1. We are hoping to do the league depending on if we open.  Team wants to swim.

        2. Ken Caryl pool is way behind on their construction of the pool

      2. Change Tennis Lock combo – Tennis courts are CLOSED right now to be in line with the spirit of the stay at home order.  Availability will be based on any continuing orders by the Colorado Department of Health

      3. John was contacted and we are waiting for a response to see if there are any pool maintenance things we need to be aware of

      4. Tennis Maintenance contract has been filled.

We did close the courts in response to the Governors stay at home orders.  We will reinstate access to the courts when the orders are lifted.

      1. Joint meeting with NEIA items? 

      2. Memberships – 9 memberships

      3. Election is canceled.  One opening. Will need to appoint to that position. 

      4. Pool Replastering – 

        1. They need weather to warm up a bit to do the tiling.  

        2. No expected delays in the scheduling (April 21)

      5. Entryway Sign

        1. Estimates – 

          1. Janice checked with Fast Signs – they haven’t responded

          2. Mason saw the damage and reached out – Carey will check on that

        2. Preston filed a police report with CSP

      6. Schools/Neighborhoods to get the Pool Flyer

      7. Denver water is increasing the alkaline/PH – will not be an issue with the pool water because we check the levels throughout the day anyway and treat the water accordingly

      8. Boiler Pipe Corrosion – $965 quote to fix it.  

        1. Motion by Peggy to have Dan Kennedy fix the pool boiler pipe corrosion for a cost of up to $1200.00.  Preston seconds. Motion passes.

      9. Denver water cross contamination issue – Jon will talk to Denver water and figure out what we need to do.

      1. Wilder Free Membership for Silent Auction

        1. Motion to provide a membership to Wilder Silent Auction Preston.  Janice will second. Motion passes.

        1. Carey will reach out to NEIA to see if they want to do a joint meeting this year.

      3. School/Neighborhood inserts for pool memberships

      4. Election Year – no inquiries yet or Self Nomination Form

      5. Pool Replastering – Everything is on track.  The current weather doesn’t effect the work.

      6. Someone hit our front entry way sign in late January.  If you have any information regarding the suspect please contact the board.

        1. Entry way sign estimates – Masonry issue so we have contacted a mason and a sign company to see if and how to get it fixed.  We have no reconstruction info right now.

Review Minutes- Motion to approve December minutes made by Preston.  Second by Kacey. Motion passes.

Treasurers' Report- Received revenue and expenses report for end of 2019.  Received rental reports for end of the 2019 and for 2020.  Received final budget for 2020.

Board Member Reports-

    1. Carey-  

      1. This is an election year for NEMRD.

        1. Janice, Peggy and Kacey are up for election

          1. Janice is term limited and cannot run again

          2. Kacey will run again (term limited in 2027)

          3. Peggy (Term limited in 2023)

      2. 1/15- deadline. Mail letter to Division of Local Governments, informing them of any existing IGA’s between NEMRD & other entities.  

      3. Transparency notice & boundary map- due by 1/15

      4. Board Hosted Events – 

        1. Member only Pizza Party – August 15th 

        2. Family Nights - Second Tuesday of each month

        3. We’re cutting Memorial day BBQ

        4. We will have 4th July and Labor Day BBQ

      5. NEIA Clubhouse use– Peggy motions to approve 22 days of free clubhouse space to the Normandy Improvement Association board for meetings/board sponsored events, Kacey second. Motion Passes

      6. Normandy Elementary School requested a free membership for the 2020 summer for silent auction.  Motion to approve free membership to Normandy Elementary silent auction by Peggy. Preston seconds.  Motion Passes. 

      7. Pool replastering – has started, guaranteed date of finish by mid april

      8. Contracts

        1. Did we sign contract with All Star Pools - done

        2. Tennis Maintenance 

        3. Club house cleaning?

          1. Contract for 2x a month at $50.00 a cleaning and a pool membership. Starting in January. Will renew with current provider.

        4. Club house manager? (contract is a May to next April)

        5. Landscape/Sprinkler stay the same

        6. Swim team – Peggy will work on it

        7. Tennis contract with matt signed

      9. Resolution Calling for the 2020 Regular District Election and Appointing a Designated Election Official – Resolved.

    2. Janice- 

      1. 1/30-certified copy of adopted 2019 budget must be filed with Division of Local Government.

      2. Wilder School rates/dates/time

        1. $4.00 rate

        2. They want 5 days from 1-3
