The District is run by volunteers who are elected to 4-year terms.

Beginning in 2020, special districts will be transitioning to odd-year elections. All terms in the 2020 and 2022 elections will be 3-year terms.
Term limits apply to 2 consecutive terms.


Board Meetings: NEMRD holds a monthly board of Director meeting in order to manage the affairs of the Recreation District. These meeting are open to the public and are held the second Wednesday of every month. Notice of the meetings is posted in the news tab of this website as well as in the Normandy Newsletter and on the marquees located in the Platte Canyon entryway and at the pool.

Board Elections: No more than sixty days prior to and not later than January 15 of each year, the board shall provide notice to the eligible electors of the special district.

  • The address and telephone number of the principal business office of the special district
  • The name and business telephone number of the manager or other primary contact person of the special district.
  • The names of and contact information for the members of the board, the name of the board chair, and the name of each member whose office will be on the ballot at the next regular special district election.
  • The current mill levy of the special district and the total ad valorem tax revenue received by the district during the last year
  • Information on the procedure and time for an eligible elector of the special district to submit a self-nomination form for election to the board.

        1. Kacey move to renew the contract with Foothills IGA for upto $3,000.  Second Preston. Motion passes.

      5. Pool Replastering Specifics

        1. Need is apparent from close inspection after closing and algae build up that was difficult to remove at the end of the season.  We could maybe get one more year out of it, possibly two we would be at a desperate level of repair then. We are at 12 years with this current plaster, 10-14 years is normal expectation.

        2. Steps, lane line tiles, water line tiles.  Recommend redoing all the tiles.

        3. Move to replace the lane line tiles, water line tiles, and the steps made by Kacey, second Janice.  Motion Passes.

      6. Subsequent email motion to amend motion made in November regarding replastering.  Motion made by Preston to increase budget for replastering to $90,600 and to have Advanced pool do the replastering.  Second by Kacey. Motion passes.

      1. Trees were trimmed on Saturday Nov 23. He did a good job.  Steve 720.324.0497 Best Tree Specialists  He kept me informed of what he was doing, cleaned up nicely, had signs up to warn drivers of tree work. There is a lot of dead on the trees.  We will need to see how the trees do this spring.

      2. Randy at Ingrahms: Informed him of the 3 leaks in the entry way.  They are marked with flags.  He said his workers did not report any leaks-he did not do the work.  I have asked him to fix them in the spring.  We will then monitor to see how things are going and if we need to do any sprinkler head repairs.

    1. Budget Review

      1. Add $500 to budget worksheet for new Key Tag purchase

      2. Increase legal expense by $500 – election year buffer

      3. Discussion re use of square and possible need to purchase new equipment for CC use – budget is sufficient to cover this.

      4. Security system discussion – go digital, need to look into cost and adjust if cost increases.

      5. Pool Management contract is less than listed in budge worksheet

      6. Discussion re if Swim Pool Maintenance is sufficient to cover any anticipated new equipment needs.

      7. Need a better solution to the “exterior” hallway from bathrooms to pool doors – add $1,000 to budget to cover that need

      8. Consider adding $7,000 for playground maintenance for the tennis playground with the vandalism

      9. Increase crack fill for tennis courts to $8,000

      10. Add $5,000 to capital improvement for a new front sign

      11. All areas looked to be appropriate at this time

        1. why is the pool not private?  We are a recreation district, which can’t be private facility. If we were not a rec district, we would not get property tax and so then would have to require membership at an exorbitant rate from every home.

          1. Will rebid our job because contract is up – minimum wage keeps increasing

          2. 4-5 incidents this year

          3. Lots of lost and founds donated.  Need to reposition it for next year maybe in office.

          4. Bids for plastering pool (Advanced Pools and Spas/Alpine Pool and Plaster).  Work would be done end of April time frame.

        2. Winterize tennis restroom around end Sept/beg Oct

      2. Jeffco open space grant - It’s a 70/30 split and with needing to plaster pool and a low-income year it is unlikely to apply.

      3. Looked into USTA Grants for the Tennis courts – it’s a 50/50 match.  The expense is exorbitant so after pool re-plaster and continued saving we will consider application in future years.

      4. Review Pool clubhouse and pool rental rates for next season

        1. Increased for nonresidents 4 years ago

        2. Will leave rates as are for 2020

      5. Review membership rates for next season

        1. Resident rates have not been increased in 9 years.  Non resident rates raised 3 years ago.

        2. Maintain rates non and resident rates for 2020

        3. We will keep the after 4:00 discount rate Monday to Friday $4 walk up rate per person 

        4. Family night rate not effective b/c the after 4 rate tended to be a better price.  Can re-explore this if we need

        5. Wilder will be $4 a person next year.

      6. Complete online renewal update for workers comp and P&L insurance. 

      7. Wifi discussion with Century Link

        1. $130 per month to keep Wifi/$50 per month without Wifi in winter.  Start up is $100 and take off is $100 

          1. Motion to turn off the Wifi from September 2019 to May 2020 made by Peggy.  Second by Janice. Motion passes.
